Scott Summers disbands the Thunderbolts. He announces that a national network of emergency first responders will be created and deputized in the event that events or person of extraordinary power present a danger to the public. This network will be called the Avengers, and will be overseen by Steve Rogers. These Avengers will operate as an independent agency under the DOJ. There will be four primary division: East Coast, out of New York, West Coast, out of Los Angeles, Great Lakes, out of Chicago, and Southern Gulf out of Houston.
