Viktor Vojdöm, having cultivated his reputation and risen through the ranks, is appointed Prefect in Hassenstadt. He turns the region into a model of efficiency and productivity - reporting glowing metrics to Bucharest while quietly stockpiling resources, recruiting loyalists into local Party structures, police, and factories, and creating fortified “infrastructure improvement zones”. As the years progress, he begins neutralizes rivals through blackmail, exile, or engineered corruption charges, sets up technical schools and health programs for the Lat population, grooming his own political class, and uses Party paranoia to wipe out hardliners and replace them with puppets loyal to him. His influence extends over the borders into the Lat populations in Serbia and Hungary.
