The No Child Left Behind (NCLB) Act was an educational act to update ESSA that was intended to set strong standards for schools and hold them accountable for student achievement. At the time, data was emerging that showed American students' underperforming when compared to global peers, so there was a push towards fixing this. NCLB instituted stricter testing requirements and tied student funding to testing performance and completion rates.

The intent was to specifically help low-income, minority, ESS and ELL students by requiring schools to provide more resources to them since these students could now no longer omit these students from standardized testing and school performance metrics. More students did graduate under this law, but it received strong criticism for the pressure that it placed on schools and the emphasis given to testing.

TItle III of NCLB focused on ELL students and required that they are tested every year, that teachers are certified in English language proficiency, and that ambitious achievement objectives were set and reached by students yearly. It also allowed for more freedom of ELL program choice.

NCLB was replaced by the Every Student Succeeds Act (ESSA) in 2015.
