James Callaghan pushed for the Race Relations Act despite the public support for Enoch Powell's River's of Blood speech.
The bill made it illegal to discriminate in employment and housing on the bases of ethnic groups or nationality.
The bill was a push towards racial liberation as well as the Race Relations Board in 1965 that considered discrimination complaints. However only 10% of all reported incidents of discrimination were delt with. People had little trust for the act.
