Initiated by French Foreign Minister Aristide Briand and U.S. Secretary of State Frank B. Kellogg, the pact was eventually signed by nearly 62 countries, including major powers like the United States, Germany, and Japan, representing a hopeful but ultimately ineffective attempt to prevent future wars.
