Pre-1900: Informal processes of limiting the rights of those perceived to have low levels of intelligence. Most actions were at the discretion of their families and not systemically applied by law. Intervention was typically based on 3 characteristics of citizenship: competence, independence, and morality. Legal restrictions concerned the rights to contract, marry, and engage in political processes.
