In less than a year, the French revolutionary government had raised an army of 650,000; by September 1794, it numbered 1,169,000. The Republic’s army—a nation in arms—was the largest Europe had ever seen. It now pushed the allies back across the Rhine and even conquered the Austrian Netherlands (see Map 19.2). By May 1795, the anti-French coalition of 1793 was breaking up.
