Descrição:

John Howard was the High Sheriff of Bedfordshire in 1773, during which time he was shocked by gaol inspections.

He published a report into prisons across England and Wales in 1777, which was very scientific and gave statistics.

He suggested that prisons needed:
- more space and food
- separation of prisoners by sex and by type of crime
- paid gaolers.
