This Counterparty Improvement Proposal Suggests stimulating usage of the Counterparty betting system by having lotteries always available and to not require a human counterparty, nor a trusted human oracle to do so.

This would increase demand for XCP from players, and have an automated player that accumulates XCP over time (to a burn address), effectively reducing the supply.
