This was the initial step in the 'War on Poverty' aspect of President Lyndon Johnson's Great Society program. This legislation included a variety of social programs to promote education, general welfare and health for the impoverished in America. As part of the Act, Community Action Agencies (CAA's) were set up to carry out the Community Action Program, founded by the Act. CAAs are intended to promote self-sufficiency, and they depend heavily on volunteer work, especially from the low-income community.

The idea was that the government must provide impoverished people with opportunities to earn a respectable wage and maintain their families in a comfortable setting. The Act was heavily inspired and influenced by the New Deal; it was a New Deal style act promoting employment opportunities.
