The Tea Act was not a tax. While tea was being taxed, that was because of the earlier 1767 Townshend Acts which had put taxes on glass, lead, paper, paint, and tea. The taxes on the other items had been repealed by 1770, but the tea tax, the most profitable, remained.

The Tea Act was instead meant to help out the struggling British East India Company to make money and sell excess tea by giving them a monopoly on tea sales in the American colonies. Despite the fact it wasn't a new tax, it, as most British acts did, angered the colonists and caused protests ("no taxation without representation") and boycotting. Many colonies refused to unload the tea or allowed it to rot, unbought. Most famous of these protests was the Boston Tea Party.
