The Army reinstitutes Project Rebirth under the direction of Herbert Wyndham, attempting to recreate the Erskine procedure that created Captain America. They test a new version of the serum derived from Roger's blood on a carefully selected group of soldiers, including Isaiah Bradley. Many produced positive results, including Bradley. Lt. Col. Steven Rogers is assigned command of this new squad.
