The US government reaches out to Timely Comics publisher Martin Goodman with a deal. The main character in their Captain America books had long been anonymous; if the comics would become propaganda for the war effort, they would license Steve Rogers' name and likeness. The change saw sales sky rocket, especially with pictures of Rogers in the costume on the cover.
