As Madripoor continued to grow, the deficiencies in the administration became increasingly apparent. Apart from the indifference of Dutch administrators in Malacca to local conditions, there was immense bureaucracy and red tape which made it difficult to pass new laws. Madripoor's merchant community began agitating against Sultanate, marked by a growing awareness among the elite of the importance of watan (homeland) and one's duty towards his or her native soil. To succeed to establish a watan, the land must be independent and sovereign, a far-cry from a Dutch-controlled sultanate. To avoid future claims from the monarchy and to keep the merchant class happy, the Dutch officially annex the Riau Islands and declare them an independent colony. While the Dutch maintained direct control, the locals were allowed to elect councillors.
