Originally builders were to supply their own land but in the end the Housing Division supplied land, meaning that GBS houses were often interspersed with state housing. GBS recognised the importance of land to the building process, traditionally there had been a separation between land developers and builders. After realising that most builders did not have the capital to purchase and develop large areas of land the govt made Crown owned sections developed by the Housing Division for state houses for the GBS. For developers this meant they did not have to carry costs of land development and for purchasers the deferred payment system reduced up front costs. Under GBS they only needed to pay 10% of land cost then pay rest over 10-30 years. Builders obtained land which was sub-dividable into at least four sections
