The veto to allow limitations being set to immigration was initiated over President Woodrow Wilson. The specific immigrants were supposedly Asian countries. This also requires a literate test for any immigrant over 16. It also “bars convicted criminals, alcoholics, anarchists, those with contagious diseases and epileptics” (1).
