The previous Cuban ruler was overthrown by Fidel Castro. The US became worried when they found out Castro had growing ties with the Soviets. It would be a major threat to the US if Cuba turned communist and allied with the USSR. Castro also gave away US land to communist. In response the CIA trained Cuban exiles. They hoped that this attack would start an anti- communist uprising in Cuba. Since JFK wasn't completely on board with Operation Bumpy Road, he tried to avoid the attack by severely limiting air support and making the attack site more remote. The plan ultimately failed because JFK refused to send more military support, the people didn't uprise, and the Cuban army was not suprised.
