- Comprised the Zemstvo Union and the Union of Towns which represented local government across the country. Its work included
- Production of uniforms, medicine, and munitions
- Distribution of food
- Aid to refugees
- Medical care
- Organising military detachments; the Zemstvo Hussars

It had limited resources so they only contributed 5% of the resources necessary for war effort support
They were still better than the government though
