The Rowlatt Act was based on the
recommendations of the ‘Sedition
Committee’.

Reasons:
1) <> Rowlatt Act passed by ILC
which supresssed revolutionaries
2) MG considered it breach of gradual SG as promised in montague

Result:
1) Jallianwala Bagh Massacre
2) High Participation in urban areas but low in rural
3) Withdrawn due to violence

Impact:
1) MG realised he needed control over INC for controlled mass movement + Indians need training in Non violent satyagraha
