The Republic of Hawaii was annexed under the Newlands Resolution which was a congressional act that provided the basis for the takeover of the islands. The islands were under sovereign rule for many years prior, and at one point were a british colony, but now the territories became full property of the United States. In a speech by Thomas Henry Ball in the same year, he says "The glowing picture presented by those who would lightly set aside the traditional policy of this Government and enter upon a career of colonial aggrandizement supported by a great army and navy, is certainly no more alluring than was Napoleon's dream
of universal empire." (Ball, 1) claiming that the United States was going against its nature of being an anti-colonial nation.
