So like, Austria-Hungary and Russia had conflict so they disbanded the Emperors league. Then Germany was like "hey Austria, let's make an alliance, we'll protect each other from Russia if they attack." Thus the Dual Alliance became a thing. Germany did this as a defensive move so he won't be in further conflict with the other European powers.
