Jefferson wanted to buy parts of New Orleans in order to enhance trade. He sent diplomats to Napoleon. They were offered all of the Louisiana territory for $15 million (3 cents per acre at the time). Despite not being authorized to buy all of it, the diplomats do and reactions were mixed.
