It was the idea that women have an important role in teaching their children reading, writing, and republicanism. It meant that more women were educated (so they could educate their sons). It's an example of civic virtue; democracy depends on the unselfish commitment of all citizens to the greater good.

You can't pinpoint the exact years when this concept started and ended, but it was popular in the late 1700s and continued into the 1800s.
