3 set 1787 ano - Constitutional Convention

Descrição:

55 delegates. Most of them wealthy. 19 were slaveowners. The average age was 42. All white men. They wrote the second (current) constitution.

There was a debate over state representation:

Virginia Plan: # of reps should be based on population. Benefited larger states.

New Jersey Plan: All states should have an equal vote. Benefited small states.

It was settled by the Great Compromise; using both plans to create 2 houses of Congress. House of Reps = Virginia Plan. Senate = New Jersey Plan.

The 3/5 compromise was also created here; it determined that three out of every five slaves was counted when determining a state's total population for legislative representation and taxation.

This convention also created modern federalism; a division between national (federal) government and state governments.

It created the 3 branches of gov. Checks and balances.

It established how the president was elected.

The constitution lists National powers called delegated or enumerated powers. States have reserved powers.
