President Lyndon B. Johnson decided to give the order to bomb the heck out of North Vietnam. He wanted to destroy the Ho Chi Minh trail. In doing so, Johnson thought it would drive Ho Chi Minh out of North Vietnam. In addition, General Westmoreland wanted to Americanize the war. He wanted more Americans to take action.
