Wood's recommendations to GGI:
1) reduce cost of administration,
2) Create market for British goods,
3) increase stability of British rule,
4) western education for masses in vernaculars,
5) Grants-in-Aid system was introduced.
6) recommended english as medium
of instruction only for higher education.
