Northern states were densely populated with White citizens whereas Southern states were heavily populated with enslaved Black people. Southern citizens wondered if black slaves should be considered people because if they were, they would have more representants. Northern citizens were against it because they didn't want the Southern States to have more power. The final decision was to say that black slaves were 3/5 of a person.
