In 1925, the Canadian government made an agreement with the Canadian Pacific Railway and the Canadian National Railway. It allowed the railway companies to have a lot of control over the immigration of European agriculturalists. Unfortunately, this led to rising levels of unemployment of Canadian citizens as the jobs on the railways were being filled by foreigners.
