-The Simon Commission, also referred to as the Indian Statutory Commission
-Body of seven members of Parliament headed by Sir John Simon. (Appointed in Nov 1927/ arv. Feb, 1928)
-The commission, which did not have Indian representatives, was sent to discuss the constitutional problems of India and to make recommendations to the government on India's future constitution.
-It was Government of India Act 1919 (MC Reforms) that announced that in 10 years from 1919, a royal commission will be set up to report on the working of the act.
-Diarchy was proposed in the Government of India Act, 1919.
-It was replaced with the Provincial Autonomy in the Government of India Act, 1935.
Features:
-Dyarchy in the provinces should be abolished.
-The Governor was to retain the special powers for the safety and tranquillity of the province and for the protection of the minorities.
-Federal Assembly: constituted on the basis of representation of the provinces and other areas as per the population.
-Indirect Election to the upper House by the provincial councils.
-All-India Federation was not considered a practical idea for immediate execution.
-Burma should be separated from British India and should be provided a constitution of its own.
Consequensces:
-Justice Party and a section of Muslim League (Mhd. Shah) supported it.
-When the Commission landed in February 1928, there were mass protests, hartals and black flag demonstrations all over the country.
-People were chanting the slogan, ‘Simon Go Back.’
-The police resorted to lathi charges to suppress the movement. Lala Lajpat Rai died suferring injuries.
-Dr B R Ambedkar had submitted a report on behalf of the Bahishkrita Hitakarini Sabha on the education of the depressed classes in the Bombay Presidency.
-A revolutionary group led by Bhagat Singh assassinated Assistant Police Superintendent Saunders to avenge Lala Lajpat Rai's death.
-After Lord Birkenhead, India's Secretary of State, asked/challenged Indian leaders to draft a constitution for the country, Pt.Motilal Nehru forms Nehru Report demanding dominion status for India within the British Commonwealth.
