The 1938 World Cup was boycotted by all South American nations - except for Brazil - due to the fact that it was the second year in a row that the tournament would be held in Europe. The South American Nations believed that the tournament should switch continent hosts each world cup, "Before the 1938 world cup, it was decided that the world cup would be held in France. This led to many controversies among South American Nations. They believed the World Cup should switch continents every four years. All nations in the America's decided to stay out of the World Cup that year, except for Brazil and Canada" (History FIFA World Cup).
