The area of California was never organized as a territory, but was administered from 1848 to statehood by a federal military authority. California was admitted to the Union on September 9, 1850, as the 31st state.

Piece by separate piece, Douglas guided to passage what came to be called the Compromise of 1850. California was made a state. New Mexico and Utah were made territories, without prejudice regarding slavery. The boundary between Texas and New Mexico was made final. Texas received $10 million. The slave trade was banned from the District of Columbia. The fugitive slave law was strengthened.
