Announced after the Venezuelan crises of 1903-1904, This was an amendment to the Monroe Doctrine of 1823 and reinforced America's right to intervene in the affairs of smaller Latin American and Caribbean states. It reinforced Roosevelt's policy of "speak softly and carry a big stick."
