This final Civil Rights Act in the Reconstruction period promised equal access to public transportation, voting rights, and public accommodations. It also allowed the minority population to participate in Jury Duty. However, the Act had no means of enforcement, so it was ineffective. The North agreed with this more because it meant that the final piece was in and that the end of the Reconstruction Period was near. This was a step to Reconstruction.
