*freedmen in the South and Republicans in Washington seriously differed on questions of land and labor.

-congress wanted to restore south's cotton using former slaves as wageworkers
-few congresspeople argued that freed slaved had earned land grants. Some wanted plantations to be forfeited and broken up into small farms for former slaves.
-others said land was achieved with a purchase, not by earning it
-w/out land, former slaves were left poor+vulnerable

-smae congressmen had no problems giving homesteads to white ppl from native American plans
