Zechariah is given a vision on the 24th Sebat (11th month).

This vision involved other horses roaming the earth, and when asked what these meant, he was told by an angel that these represented the captives of Israel who had been sent to 'roam the earth' because of their wickedness.

The angel then in turn asks God a rhetorical question about how long he would punish the people because of this and the angel then returned the answer to Zechariah to say that Yahweh was returning to Zion with His mercies, and in the short term was allowing the Temple to be rebuilt, and the cities of Zion to be restored and rebuilt. (Zech 1/7-17)
