Partly because of severe outrage by certain parts of society regarding the prohibition of alcohol, Congress had no choice but to pass the 21st Amendment which would re-legalize alcohol. Undoubtedly, alcohol consumption rose again, but only about to the same levels as they were in the years right after Beecher's death.
