The creation of the Soviets happened after the thick of the Russian Revolution. It is a confederation of countries- including Russia, Belorussia, Ukraine, and the Transcaucasian Federation. The Soviets are communists and they take over the Russian Empire causing Russia to become the first country to be based off of Marx's ideas.
