- Consisted of wealthy members of noble or landowning families
- Released liberal reforms including
Full amnesty of religious and political prisoners
Freedom of speech/ press
Freedom to strike/ unionise
Abolition of all class, religious and national restrictions
Immediate preparations for Constituent Assembly votes
Replacement of tsarist police with elected people’s milita
Election of local councils
Military troops who fought for the revolution to be given roles as defenders of revolution
- Duma consisted of privileged members of society who weren’t elected by the masses. This meant that they didn’t have the popular vote
