DETAILS
The framers believed senators could act independently if not popularly elected and made state legislature responsible for choosing U.S. senators. After the civil war, disputes amongst and bribery of state legislators led to party deadlocks resulting in vacant Senate seats. Because of this unintended consequence, reformers called for changing to a system of direct election to more quickly respond to the publics will. Senators Joseph Bristow and William Borah strongly supported the measure, and soon afterwards up to twenty-nine states elected U.S. senators that would become supporters. The senate passed the amendment on June 12, 1911 and reached three-fourths majority in April 8, 1913 to become ratified. This amendment gave power to the people to choose their senators by replacing the phrase “chosen by the Legislature thereof” with “elected by the people thereof."
