Issued 5 days after the Battle of Antietam, the Emancipation Proclamation didn't come into effect until the 1st of January in 1863. This law freed all slaves living in Confederate states ,and gave them the opportunity to join the Union army. However, slaves in the Union were still not free because Lincoln was afraid of creating conflict between Northern states.
