→ In May 1911 riots against the Moroccan Sultan erupted in Fez, and French troops intervened. It was clear that the French planned to occupy the whole country contrary to the Algeçiras agreement of 1906.
→ The German government insisted on territorial compensation from territory in the French Congo. On the 1st July, they sent the Panther, a gun boat, to the South Moroccan port of Agadir to force negotiations.
