This was the first comprehensive restriction on immigration establishing national quotas. While there had been restrictions on immigration before this act such as the Chinese Exclusion Act this is act implemented a system to restrict immigration by placing permanent and strict quotas . Like most other efforts this was born out of a desire to limit competition for jobs and out of racisim .
