The Court of the Exchequer said that Bates had to pay the duty as the king was regulating imports rather than raising revenue for himself – they couldn’t prove any different. This meant that the Crown suddenly found a way of raising taxes without having to call Parliament so long as it was in the name of regulating foreign trade. The case is also called the Case of Impositions. The imposition of these taxes would come back to haunt James when he called Parliament in 1614.
