The Twenty-Fourth Amendment to the Constitution, which was ratified in 1964, was a first step toward restoring African American voting rights. The amendment banned poll taxes in federal elections. However, the new constitutional provision had no enforcement mechanism, and it did not apply to primaries or state-level elections. This caused African American protestors to begin to focus on their voting rights.
