An article from Bloomberg surfaces exposing what really caused the delay and the move of the developers to the in-house Private Division Studio. Aparently, during contract renegotiations, the two owners of Star Theory games attempted to have Take Two buy out their studio unbeknownst to their employees. These negotiations turned south, And Take Two pulled the contract for KSP2 from Star Theory Games. They then messaged every employee of Star Theory Games through LinkedIn inviting them to apply for a position in their new Studio "Intercept Games" to continue working on KSP2. More than half of the staff accepted jobs from Take Two. Star Theory Games Closed its doors three months later.
