Cause (International): Chinese retaliation from Marco Polo Bridge Incident sparks Second Sino-Japanese War
Effect (International): National Mobilization Act helped Japan gain mobilization and more preparation that Chinese, which ultimately led to Chinese defeat.
Cause (Domestic): Japan suddenly sparks the Second Sino-Japanese War, and Japan is in need of more resources, stimulated economy and rearmament.
Effect (Domestic): Konoe signed this act and put Japan in a state of permanent readiness for war; gave the Japanese government authority to take control of business and industry, impose price controls and rationing, use unlimited budgets to subsidize war production.
