President Truman created this when he worried a communist victory in Greece would lead to Soviet domination of the eastern Mediterranean and embolden Communist parties in France and Italy. In response, he asserted an American responsibility "to support free people who are resisting attempted subjugation by armed minorities or by outside pressures." Furthermore, this was Truman establishing that the U.S. would provide political, military, and monetary assistance to all democratic nations under threat from internal or external forces.
