President Paul von Hindenburg was originally skeptic and hesitant to appoint Hitler to chancellor, but after being pressured, he eventually gave in. When the Reichstag, the lower house of legislature, was set on fire, the President decided it was an act of terrorism from the communists he passed the Reichstag Fire Decree, which severely took away the rights and liberties of German citizens. Hitler took advantage of this panic and created the Enabling Act of 1933, which gave him the right to pass laws without the need to get permission from parliament. When Hindenburg died, Hitler used the Enabling Act to merge himself with parliament and became the Fuhrer.
