These were a series of violent outbreaks occurring in lower Manhattan, in response of the new laws that congress had passed. That same year, Congress had passed a law stating that men could be drafted to fight in the American Civil War. It was known as the the Enrollment Act of 1863. Several thousands of these men despised this new law, causing riots and violent actions in public.
