The Constitutional Act of 1791 was passed by the British Parliament. It divided the colony of Quebec into two separate parts. Upper Canada was for English speakers, British land ownership, Protestant churches and Lieutenant-Governor. Lower Canada was for French speakers, French seigneurial system of land use, Roman Catholic churches, and Governor. The separation was created to not avoid conflict in between the two different cultures and religions. That is why in Quebec, the main language is French and in Ontario (and most of Canada), the main language is English.
